How to start a cleaning company in Dubai

Cleaning services are a mainland activity, and the business is fundamentally a labour operation — visa quota, accommodation and WPS compliance are the structural constraints, not the licence.

The market

What the sector actually looks like.

Over 61,800 units under construction in Dubai during 2025 and more than 100,000 due through 2027 means a continuously expanding stock of buildings requiring cleaning, alongside a large commercial and hospitality sector.

Figures on this page

Dubai recorded over 270,000 real estate transactions worth AED 917bn in 2025, up 20% year on year. By the end of 2025 there were 32,294 registered brokers and 2,285 brokerage offices; brokerage commissions reached AED 13.59bn, up 31%.

How the business actually makes money

A labour arbitrage business. Revenue per cleaner-hour against fully loaded cost per cleaner-hour — salary, visa, accommodation, transport, insurance — and the margin between them is narrow. Contract cleaning for buildings and offices provides recurring revenue; residential on-demand pays more per hour but has utilisation gaps and travel time. Scale improves buying power on accommodation and transport, which is where larger operators beat smaller ones.

Why here

Regional advantages

  • Continuously growing building stock

Every handover is a potential contract, and the delivery pipeline is committed through 2027.

  • Recurring contract revenue

Building and office contracts renew, giving predictable revenue that most service businesses lack.

  • Low entry barrier

A licence and staff. You can start with a handful of cleaners and grow organically.

And the other side

Regional disadvantages

  • Visa quota drives premises cost

Quota follows leased area, so a labour-heavy business must lease space it does not otherwise need. This is the structural cost founders miss.

  • Accommodation is mandatory and expensive

Housing a workforce to required standards is a substantial recurring cost.

  • Severe price competition

Low entry barriers mean constant undercutting, particularly on residential work.

Why this is different

Not just consulting & professional services.

Margins are thin and headcount is high, so visa quota drives premises requirements more than any operational need for space.

Approvals beyond the trade licence

Mainland licence, municipality approval for certain specialised cleaning, labour accommodation meeting standards, and WPS registration.

The mistake specific to this. Sizing the office to the admin team rather than to the visa quota the workforce requires. Quota follows leased area, and a cleaning company needs more of it than its own staff will ever occupy.

Questions

A mainland licence, premises sufficient to support the visa quota your workforce requires, compliant labour accommodation, and WPS registration. The licence is the easy part.

Because visa quota follows leased floor area. A cleaning company with fifty staff needs premises sized for that quota, not for its administrative team.

Margins per hour are narrow. Profitability comes from utilisation, contract retention and scale advantages in accommodation and transport.
