How to start a construction company in the UAE

Contracting is a mainland activity with municipality classification grades that cap the value and type of project you may undertake. Grades are earned through capital, staff qualifications and completed work.

The market

What the sector actually looks like.

Dubai had over 61,800 residential units under construction during 2025 with more than 100,000 projected for delivery in 2026 and 2027, alongside sustained infrastructure investment across the emirates. It is one of the most consistently active construction markets in the world.

How the business actually makes money

Fixed-price contracts against variable input costs, which is where contractors are exposed. Margins are thin and cash flow is dominated by payment applications, certification delays and retention. A contractor's real skill is commercial — variations, claims and programme management — as much as it is construction. Undercapitalised contractors fail on cash, not on workmanship.

Why here

Regional advantages

  • Sustained pipeline

Committed delivery schedules through 2027 and continuing infrastructure investment give unusual demand visibility.

  • Classification protects established firms

Progressive grading limits how quickly new entrants can compete for larger work.

  • Materials and labour supply is deep

Both are available at scale, which is not true in every construction market.

And the other side

Regional disadvantages

  • Payment cycles are punishing

Applications, certification, payment and retention stretch cash flow. This is the primary cause of contractor failure here.

  • Fixed-price risk on volatile inputs

Material price movements between tender and execution are absorbed by the contractor unless the contract says otherwise.

  • Classification caps growth

You cannot bid above your grade, and grades are earned through completed work — a genuine constraint on scaling.

Why this is different

Not just manufacturing & industrial.

You cannot simply buy into the top grade. Classification is progressive, which makes the growth path structural rather than commercial.

Approvals beyond the trade licence

Mainland licence, municipality contractor classification, engineer registration, civil defence, and project-by-project building permits.

The mistake specific to this. Bidding above your classification grade. The tender is disqualified at prequalification and the reputational cost with that client persists.
