Manufacturing & industrial
How to start a garment manufacturing business in the UAE
Garment production is an industrial licence and a labour-intensive operation, which makes worker accommodation and visa quota the structural constraints.
The market
What the sector actually looks like.
The UAE is more significant as a garment trading and re-export hub than as a manufacturing base — the trade moves through Jebel Ali and the Sharjah industrial areas into Africa and the region. Domestic manufacturing exists in niches: uniforms, workwear, technical textiles and short-run local brands.
Figures on this page
UAE logistics market estimated around USD 65bn in 2025, forecast to roughly USD 112bn by 2035 (5.5% CAGR). Jebel Ali handled 15.5 million TEU in 2024. Road freight accounts for about 46% of the market and Dubai for about 39%.

How the business actually makes money
Labour-intensive with margin determined by labour cost per unit, which is the UAE's structural weakness against Bangladesh, Vietnam or Ethiopia. Where UAE production works is where speed and proximity beat unit cost: uniforms and workwear for local contracts, short-run local brands, and technical products requiring quality control. Worker accommodation is a capital and operating cost that dwarfs the licence.
Why here
Regional advantages
Speed to regional market
Local production serves regional customers in days rather than the weeks Asian sourcing requires.
Uniform and workwear contracts
Hospitality, healthcare, construction and government uniform contracts are substantial and favour local suppliers.
Free zone re-export structure
Duty suspension supports import of fabric and export of finished goods without domestic duty.
And the other side
Regional disadvantages
Labour cost cannot compete with Asia
For volume commodity garments the UAE is structurally uncompetitive and no amount of efficiency closes that gap.
Worker accommodation is a major cost
Housing a workforce to required standards is capital and operating expenditure that plans routinely omit.
Fabric is imported
Input materials come from Asia anyway, removing much of the supply chain advantage.
Why this is different
Not just manufacturing & industrial.
Labour cost and accommodation dominate the model. The zones that make this work are the ones providing worker housing on site.
Approvals beyond the trade licence
Industrial licence, MoIAT registration, labour accommodation meeting standards, civil defence, and WPS compliance for a large workforce.

Questions
For volume commodity garments, no — labour cost cannot compete with Asia. For uniforms, workwear, technical textiles and short-run local brands where speed matters, yes.
RAKEZ, the Sharjah industrial areas and Hamriyah offer competitive industrial space with worker accommodation, which is the deciding factor for labour-intensive production.
Compliant worker accommodation, WPS registration, visa quota tied to leased area, and adherence to labour law on hours and conditions. Accommodation is the cost most often underestimated.
One question
Who will be paying your invoices?
Textbook free zone. Re-export through JAFZA, SAIF or KEZAD without the goods entering the domestic market is exactly what customs suspension was designed for, and the duty saving is real.
Compare the two routesOr just ask usDomestic distribution and last-mile delivery are mainland transport activities requiring emirate transport authority permits. A free zone licence covers the international leg and stops at the zone gate.
Compare the two routesOr just ask usMost forwarders end up with both — a free zone entity for the international movement and a mainland partner or branch for domestic distribution. Structuring that deliberately beats discovering it.
