How to open a gym in Dubai
A gym needs a mainland licence, municipality approval of the premises and, in Dubai, sports sector approval. Trainers need individual certification recognised by the relevant authority.
The market
What the sector actually looks like.
Fitness has grown into a substantial segment of a UAE wellness market spanning thousands of locations, with boutique studios, large-format gyms and specialist facilities all expanding. Government health initiatives such as the Dubai Fitness Challenge have measurably raised participation.
Figures on this page
Dubai accounts for about half the UAE salon market, which passed USD 530m in 2025. The wider UAE beauty and wellness sector spans close to 16,000 locations. Salon services are forecast to grow at roughly 7% CAGR to 2032.

How the business actually makes money
Membership businesses live and die on churn. A gym with 1,000 members and 6% monthly churn needs 60 new joiners a month simply to stand still, and acquisition cost in a competitive market is not trivial. Boutique studios charge per class and have better unit economics per square metre but much lower ceilings. Personal training commission is where many operators actually make money.
Why here
Regional advantages
High disposable income and strong health awareness
Participation rates are high and members will pay for quality facilities and trainers.
Residential towers create captive catchments
A well-placed gym in a dense residential cluster has a genuinely defensible catchment.
Corporate wellness budgets are real
Company memberships and corporate packages provide a stable revenue base that consumer-only gyms lack.
And the other side
Regional disadvantages
Building constraints rule out most units
Floor loading for free weights, ventilation and emergency egress eliminate most podium and basement spaces. Retrofitting a slab is not an option.
Equipment is a heavy capital cost
Imported, dollar-denominated, and it depreciates. Refresh cycles are a recurring capital requirement, not a one-off.
Seasonal membership collapse
Summer departure of a large share of the resident population hits membership businesses harder than transaction businesses.
Why this is different
Not just education & training.
Floor loading, ventilation and emergency egress are inspected more strictly than for ordinary retail, which restricts which units work. Podium and basement spaces frequently fail on ventilation.
Approvals beyond the trade licence
Municipality permit, civil defence, sports council or equivalent approval, trainer certification, and public liability insurance.

Questions
A DET mainland licence, municipality permit, civil defence approval, sports sector approval and certified trainers. Floor loading and ventilation are checked at the premises approval stage.
Equipment and fit-out dominate and both are substantial. The licence is a minor line by comparison. Boutique studio formats require far less capital than large-format gyms.
Sometimes, subject to the building's permitted use, floor loading and ventilation. Many podium units fail on one of those three, so confirm before signing.
One question
Who will be paying your invoices?
Product lines and training can export. Treatments cannot — anyone walking in for a service makes this a mainland premises activity with municipality permits.
Compare the two routesOr just ask usMainland, with a municipality permit and premises inspection. Watch the boundary with the health authority: injectables, laser and anything breaking the skin need a clinic licence, not a salon one.
Compare the two routesOr just ask usProduct and service are frequently licensed separately, and a brand selling its own range alongside treatments usually needs both activities on the licence.
