The Blue Visa is a ten-year residence introduced for individuals who have made a distinguished contribution to environmental protection — inside the UAE or internationally. It covers members of international organisations and NGOs working in the field, award winners, researchers in environmental sciences, and activists and specialists with a documented record. Applications are assessed with the involvement of the Ministry of Climate Change and Environment, and the route is closer to nomination than to open application: standing is established by a recognised body rather than declared.
It is the least-documented of the long-term residences and the one where secondary sources are least reliable, largely because the volume is low and the assessment is qualitative. What can be said with confidence is what it is for. The UAE has committed substantial policy weight to climate and sustainability, hosted COP28, and built institutions — Masdar, IRENA's headquarters, a sizeable clean-energy sector — that need specialist people. The Blue Visa is the immigration instrument attached to that policy, and the candidates it is designed for are researchers, NGO practitioners and specialists who would otherwise arrive on ordinary employment residence.
