Culture and creative fields have been inside the exceptional talent category since the scheme began, covering artists, authors, filmmakers, designers and musicians assessed with a recommendation from the culture authority in the emirate. The 2025 and 2026 expansions widened this explicitly to digital creators and e-sports professionals, recognising that a large and economically significant creative workforce was operating on freelance permits and tourist runs. Endorsement typically comes from the Ministry of Culture, Dubai Culture, or the relevant creative authority, and rests on recognised work rather than on reach.
The distinction between reach and recognition is what most applicants get wrong. Follower counts are not a qualifying criterion and are not treated as one; what the assessment looks for is standing in a field — awards, commissions, exhibitions, published or broadcast work, brand partnerships with documented value, or a body of work an authority is willing to put its name to. A creator with a modest audience and three national awards is a stronger file than one with a large audience and no external validation. In practice most successful creative applicants also hold a UAE creative or media licence, because it demonstrates that the work is being done here rather than merely posted from here.
