DIFC

Dubai International Financial Centre

4–8 weeks to licence Gate District 100% foreign

The honest read

What it is actually good at.

A financial centre with its own legal system. English common law applies directly, the DIFC Courts hear disputes in English, and the DFSA regulates anyone doing financial activity. For funds, asset managers, payment firms and family offices this is the serious answer in Dubai and there is no close second.

What to watch. If you are not doing regulated activity you are renting a courthouse you will never enter. Plenty of consultancies sit in DIFC for the letterhead and pay several times what the same licence costs elsewhere.

Who is actually based here

Banks, asset managers, funds, family offices, international law firms, professional partnerships and the fintech cluster in the Innovation Hub.

What it costs

A financial free zone with financial-centre pricing. Licence fees before premises are substantial, offices run AED 280–380 per sq ft, and regulated firms carry regulatory capital and supervision costs on top.

How banks receive it

Excellent — a DIFC entity is among the most readily banked in the region, and for regulated firms banking relationships are largely a given rather than a hurdle.

Commonly licensed here

Each one opens a page on that activity — the UAE definition, how it is classified, and the approvals it needs beyond a trade licence.

Premises

Where the office actually goes.

DIFC is a licensing authority more than a place. The package gives you an address, not a working office, so DIFC matters to you as somewhere to actually sit rather than as somewhere you are obliged to be — and you are free to sit somewhere else entirely.

The financial district, and a genuinely distinct legal jurisdiction inside Dubai. English common law applies directly, disputes go to the DIFC Courts in English, and the DFSA regulates anyone doing financial activity. What DIFC itself offers by way of premises: Offices only — no virtual presence.

Questions

No. Non-financial firms — law, consulting, corporate services — license in DIFC too. But if you are not doing regulated activity, you are paying for a regulator and a courthouse you will not use.

ADGM is generally less expensive for equivalent regulatory permissions and has a stronger SPV regime. DIFC has the deeper ecosystem.

No. DIFC requires real premises, though serviced offices and co-working within the centre are available and cost less than a leased floor.
