Why UAE bank account applications are rejected

Banks are not obliged to tell you why, and mostly do not. The reasons are nonetheless predictable, and all but one of them are fixable before you apply again.

The reality

What the bank is actually deciding.

A declined application usually arrives as a short message with no explanation. This is deliberate: banks are not required to disclose the basis of a compliance decision and generally will not, partly for regulatory reasons and partly because explaining it would tell applicants how to present the same facts differently next time. The absence of a reason is what makes rejection so frustrating, and it is also why so many people simply apply to another bank with the identical file and receive the identical answer.

In practice the reasons cluster. A mismatch between the licensed activity and the described business. An ownership structure with layers that have no commercial explanation. Source of wealth asserted rather than evidenced. A shareholder or a target market in a jurisdiction the bank has decided not to serve. Insufficient substance for the volumes projected — a flexi-desk and a forecast of forty million dirhams. A sector the bank has exited entirely, which at various points has included general trading, crypto, precious metals and money services. And occasionally, size: a two-person consultancy approaching an international bank is declined on segment rather than on risk, and will not be told which.

Where the time goes

Activity mismatchMost commonThe licence does not cover the business you described.
Unevidenced source of wealthVery common'Savings' describes the destination, not the origin.
Unexplained ownership layersCommonEvery layer between you and the operating company needs a commercial answer.
Substance gap against projectionsCommonA flexi-desk and a forty-million-dirham forecast.
Sector or jurisdiction exitNot about youThe bank has left your industry entirely. Nothing in the file would have changed it.
Relative frequency from files we see. Only the last is outside the applicant's control.

The file

What to put in front of them.

  1. Work out which category you are probably inCompare the file honestly against the six above. In most cases one of them is obviously the answer.
  2. Fix the underlying fact, not the presentationIf the licence is wrong, amend the licence. Re-describing the same business in different words is what compliance teams are trained to notice.
  3. Do not immediately reapply everywhereA scatter of applications across the market in a short period is itself a signal, and some of that information is visible.
  4. Consider whether the bank was ever plausibleA declined application at an institution that does not serve your segment tells you nothing about your file.
  5. Rebuild and go back deliberatelyWith the fixed licence, the explained structure, the evidenced wealth and the commercial contracts.
The mistake people make. Reapplying with the same file at the next bank on the list. It is the instinctive response and it wastes months, because the file rather than the bank is usually the problem. Diagnose first.

Questions

Banks are generally not obliged to disclose the basis of a compliance decision and usually do not. The reasons nonetheless fall into a small number of predictable categories.

There is rarely a formal appeal. The practical route is to correct the underlying issue and reapply, or approach a bank better suited to the business.

Not formally in most cases, but a pattern of applications in a short period is unhelpful. Fix the file before trying again.

Yes. Broad activity lists with no specific product make it difficult for compliance to describe what the company does, and several banks have reduced their appetite accordingly.

Where will the money actually come from?
