Before the list

The address is a licensing decision.

In most countries you pick the company structure first and the office afterwards. Here the two are the same decision. A mainland licence needs a registered tenancy in the emirate that issued it, and in Dubai the Ejari certificate has to exist before the licence will issue at all. A free zone licence usually confines you to that zone's own buildings. Choosing the district and choosing the authority are one move, made twice.

Floor area then sets how many people you can employ. Visa quota is calculated from leased square metres almost everywhere, so a cheap package with a shared desk is not merely a smaller office — it is a hiring ceiling. Companies discover this when the fourth offer letter cannot be processed.

What actually varies between districts

Rent per square foot
The spread across this list is roughly fivefold. The same headcount costs very different money in DIFC and in Al Quoz.
Fit-out and service charge
Quoted separately from rent and frequently underestimated. Service charge in the premium towers is a material line, not a rounding error.
Who your neighbours are
Relevant when clients visit, when you recruit, and occasionally when a bank forms a view about the business.
Parking and commute
The most common cause of quiet attrition in the first year, and the one nobody puts in the budget.
Licence type permitted
Some districts take mainland tenants, some are inside a free zone and take only that zone's companies, and a few take both.
The order that saves money. Decide the activity, then the licensing authority, then the district, then the unit. Reversing any two of those — most often falling for a building before checking whether your licence can be registered against it — is what turns a straightforward setup into a renegotiation.
