The exceptional talent and rare specialisation categories cover the widest and least well-explained part of the scheme. They take in senior executives, inventors with granted patents, athletes nominated by their federation, PhD holders from accredited institutions, and specialists in fields the state has identified as priorities — engineering, computing, life sciences, epidemiology, and increasingly artificial intelligence. There is no monetary threshold. What there is instead is a requirement for endorsement or nomination by a recognised UAE body, plus documentary proof of standing: accredited qualifications, a salary certificate at executive level, patent grants, or federation nomination.
The practical difficulty is that eligibility is real but the route in is not obvious. Many people who qualify never apply because they are waiting to be approached, and the scheme mostly does not work that way outside the very senior nomination tracks. The workable approach is to identify which body endorses your field — a ministry, a regulator, a university, a federation — and approach it with the documentary case assembled. Salary is frequently used as a proxy for seniority in the executive limb, and a package structured with a low basic and large allowances can understate you against a threshold that reads basic salary. That is a fixable problem, but only before the certificate is issued.
